precooked bases a flop

my dough water is at 7c 12l ,bakers flour 25kg,100g yeast,100g suger,100g bread improver.40g salt, in% IS THIS RIGHT my mixing time 2min on low 3-4 min on high the dough temp is 28c some batchers come out fine rise up good some batchers rise up then die when u put them through the oven there is no volume to them please help
