Its actually better than I would have thought. This isn't the only place putting cold cheese on the pizza. The best places that do this make sure to put the cheese on right as the pizza comes out of the oven, so it does actually melt. They also use cheese that tastes really good when its barely melted. Many cheeses have different sweet spots as far as oven temps and flavor, so if you get the right cheese, and your crust is really great, this works.
