what does punching down the dough do?

Since it's just fermenting what difference does it make if it's stays expanded instead of punching it down and letting it expand back to where it was?  Sorry I checked the glossery for punching down the dough but couldn't find anything and have come across plenty of references, not just on this site,  but no explanation as to why.
