I just live up the freeway from you. The only place I've seen '00' flour (Caputo Chef's flour) is at Central Market in Houston at Westheimer and Weslyan. I suspect you can buy Caputo Pizzeria at will call at Ben E Keith or Sysco, but I've never tried. Recently, I've been using HEB AP flour wich is unmalted and performs surprisingly similar to a typical medium protein '00' flour.

How are you planning on using it? Unless you are baking at 800F+, there are probably better options.

You might call Selected Foods and see if they have any. I've bought 5Stagioni Napoletana '00' there in the past, but it was years ago.

In the Austin metro area, Mega Lo Mart (Walmart) carries Caputo Chef's flour tipo "00" in 2.2 lb. bags.

Makes great pasta and works well when mixed with AP flour (50/50) for pizza baked at ~550-600 F.

Caputo sells their flour direct on Amazon.com as well ... when my local Italian Market ran out last year, I ordered some from there and it was fine.  Luckily, they rarely run out.

Though it involved going online to set up and pay for the purchase, I ordered some Tipo 00 from walmart.com and picked it up at a nearby store ($3.34/kg bag).  Not long after getting it, another local Walmart stocked it for a few weeks ($2.00/kg bag - probably a clearance price), but that didn't last long.

Not so convenient for Galveston, but I have bought 00 flour at Nundini's in Houston on N. Shepherd.  It's an Italian restaurant with a small market attached.

Sorry for the late reply - just noticed your post (and just now set up notifications).  While I said "I bought," it was actually my girlfriend who bought it (a small bag).  It's been a while since I was there and I wasn't really looking out for flour at the time, but I don't recall any 25 kg bags.  It's a pretty small market in the corner of the restaurant - large bags would take up a lot of space, so I'm guessing they don't have them, but might be worth a call.  I'm not far enough into my pizza adventure to warrant such large bags just yet.

I checked HEB's website and one of the ingredients in their AP flour was malted barley wheat. Are you using their "select ingredients" AP flour?

I'm not sure what you looked at, but here it is, and there is no malted barley flour or enzymes added: https://www.heb.com/product-detail/h-e-b-select-ingredients-baker-s-scoop-all-purpose-flour/958887
