Nick, it seems to be an East Coast product in distribution. It was my NJ go-to, but a no-show here in Portland.

Full strength is bromated. You will not find any bromated flours from GM in the west.  CA declared it a carcinogen and thus the whole west pays for it with no bromated flours, including our pizzeria here Reno.  The good news is GM sell Superlative which is Full strength without the bromate. All trumps is called all trumps in the west but again has no bromate.  Better good news is I was raised for 59 years on east coast bromated flours and to my surprise, I find no difference in the non-bromated stuff from GM.

I found an unbromated version here: https://www.generalmillscf.com/products/category/flour/hard-spring-wheat/full-strength-unbromated-enriched-malted-50lb

I sent an inquiry online.

what would be a comparable flour that's available in CA? where can I find/buy GM Superlative?

Walter, I did try Superlative but found it way less absorptive than FS
Possibly operator error, but I seem to recall a 5 point difference

I went to RD yesterday.  They had Power, Mondako, All Trumps (unbromated), but no Superlative there.  Costco Business Center has Power and Kyrol, so I got some Power - I will test 70/30 Power/KAAP mix to get to 13% protein

The moisture in the flour can change throughout the year and you have to be hip to that while mixing. No humidity out here compared to the East and if it sits in a warehouse here for a long period it dries out.  Doesn't happen often but it has to me a few times since we got here.

Are you sure there isn't an unbromated option? This is a flour I've also been really interested in myself, but I can't find a source, either.
If we're not questioning the reason for our existence, then what the hell are we doing here?!
