Preferably without having to buy camera equipment.  I have a smartphone with a 4K camera.  Is it possible to put the phone in some kind of cradle on the counter with the backside of the phone facing 30 degrees downward?

You're wanting to use your phone to record you making dough on the counter? Why not just use something like a hardcover book that's opened part way so that it remains upright on the counter and use 2-side stick tape, the soft and thick kind, to adhere your phone to the side of it and record the video in selfie mode so you can clearly see what the phone sees and position it just right. If you want it tilting downward a bit just wedge something under the other side of the book. That's just off the top of my head, but that's probably what I would do of I didn't have or want to buy any special gear to hold it.

I have a tablet cradle.  I'll just use that.
