"Opening into Skins" - what does this mean?

Sorry if this should be obvious, but I'm having trouble finding where someone explains what this means. Does this mean stretching the dough to final size, then letting it sit for extended periods of time before topping and baking?  Also, what's its purpose?

It means taking your dough, presumably in a ball of some shape and sized for one pizza, to a pizza crust of some shape, size, and thickness. Most often that is a round shape on, or to later be put on, a peel and transfered onto a stone in an oven. It could be another shape and in a pan or on a screen. It doesn’t require an extended time before topping and baking. Usually you shape it, top it, and get it into a pre-heated oven rather quickly.
