Thunderbird arm-20

We just recently took ownership of a used Thunderbird arm-20 blender. It appears to be an older unit as it doesn't have the timer unit.

We have yet to use the blender as we can't get it to power up.  We have the manual on the unit and it states that the bowl needs to be in the full up position to power on as a safety feature. The bowl is currently in the lower position. There's an up / down arm level on the right side of the unit.

Were trubleshoot the blender and In the manual it states it a manual lift.....

Whats the procedure to move the bowl to the up position?
